Subject: 2006 National Convention Resolutions submitted from Florida
Over the past couple of weeks, there has been some controversy over some of the resolutions submitted by Florida chapters through the Florida Federation convention held last May and also those submitted after the Florida Federation 2005 convention.
On Monday I contacted National Secretary Sullivan and set up a phone meeting for today (Tue) at 10:00am, the following is a result of that meeting.
The resolutions submitted from the 2005 convention have been located, results, they will be addressed at the 2006 national convention.
FL Federation NB001 is Nat. 06-027 - Will be addressed at convention
FL Federation NB002 - Rejected by National, was told that it was poorly written and did not state as to what within the Articles Of Incorporation was to be struck out and what was to be inserted. Results, this resolution will not be addressed at the convention.
FL Federation NB003 - I was able to convince National that this resolution was correctly written, and the fact that it was rejected by the Florida Delegates is no reason to reject it from being addressed at the National Convention, results, it will be addressed at the National Convention.
FL Federation NB004 - Was told that it was too complex, and incorrectly written. I have faxed a packet of supporting information to National with my request that National reconsider this resolution. I believe it was correctly written, yes it is long and complex, but this is required when addressing a complex issue comprising of more then one subject, but are related and must be addressed at the same time. - Results, I am waiting to hear back from National as to my request.
FL Federation NG001 - Was told that this general resolution did not convey a clear understanding of what was wanted. This subject would have been better submitted as a bylaws resolution stating as to what needed to be changed within the bylaws, because our membership is governed by the bylaws. Results - this resolution will not be addressed at the national convention.
FL Federation NG002 - Was told that the subject of this resolution has all ready been corrected by the National President, therefore there was no reason to address this subject at the national convention, and that there is already a bylaws resolution that will be addressed at the national convention on this subject. I was able to persuade national that because this subject has already been corrected, I felt that the bylaws resolution addressing this subject would either not be addressed or would fail at the convention, and that a general resolution addressing this subject would most likely be adopted at the convention thereby making future national officers aware of the feeling of the membership on this subject. Results - This resolution will be addressed at the national convention.
FL Federation NG003 (National 06-76) & FL Federation NG004 (National 06-78), faxed a packet of supporting information to national on how the two resolutions were combined, and a copy of the amended text of NG004 (Nat-06-78). Result, this will be corrected and addressed at the national convention.
I now hope that this will put to rest the controversy over the resolutions submitted by Florida chapters through the Florida Federation convention held last May
As some of you are aware, there are several resolutions that were submitted to national by either a chapter or federation outside of Florida that have been rejected by national for one reason or another, however, I can not intervene in matters outside of the Florida Federation. I will state that I feel our National Secretary has taken a bold and necessary first step in correcting the overflow of poorly or incorrectly written resolution submitted to be addressed at our national convention that take up time in trying to explain or understand what the maker of the resolution is trying to convey.
