BYLAW: NARFE National Membership (Only)
National By Laws, Article I, Section 2
WHEREAS: NARFE National membership numbers have sustained continued reduction
for at least a decade; and
WHEREAS: Numerical membership strength is an important factor for organizational
pursuit of congressional actions; and,
WHEREAS: NARFE National By Laws requires that chapter membership be maintained,
despite no apparent increase in chapter participation; and,
WHEREAS: Additional numerical strength can be attracted by restoring National
membership only or members-at-large category;
BE IT RESOLVED: That Florida State Federation of Chapters propose and support
revision of NARFE National By Laws, Article I, Section 2 to restore a National
only or Members-at-Large category.

4. WHEREAS:
Members-At-Large: Members who belong to the National Association but not a
chapter. Members currently classified as members-at-large shall be permitted to
retain that status until their memberships are terminated. The proposed change
is to provide current chapter members the option when their chapter dissolves to
become members-at-large, National only. This action will encourage members that
have lost their chapter to continue their NARFE membership without having to
join another chapter.
5. BE IT RESOLVED:
Article1, Section 2, C. Members-At-Large:
Members who belong to the National Association but not to a chapter. Members
currently classified as members-at-large and members belonging to a chapter that
has dissolved shall be permitted to retain and obtain members-at-large status
until their memberships are terminated. If the former members subsequently
choose to rejoin the association, they shall be required to join a chapter as
well.

Request for more aggressive legislative action by NARFE National

4. WHEREAS:
The Government Pension Offset (GPO) and Windfall Elimination Provision (WEP)
laws were enacted in 1977 and 1983 respectively, because Congress considered
Federal pensions and annuities as Social Security benefits. AND
The GPO and WEP laws impose a penalty on federal retirees that does not exist in
the private sector. AND
Efforts to get Congress to repeal these laws have been ineffective in over 20
years using communication by individual NARFE members. AND
There is increasing discontent within the membership in the belief that NARFE
National has not employed sufficient pressure on Congress to effect these
changes.
5. BE IT RESOLVED:
That NARFE National be more aggressive in their approach to get Congress to
repeal these laws using whatever means at their disposal.
AND BE IT FURTHER RESOLVED:
NARFE National be required to keep NARFE membership informed concerning exactly
what measures are being used and have been employed in the accomplishment of
these goals and any progress.

NARFE National Conventions.

Article X, Sections 2(a) of By-Laws
WHEREAS: Rising cost of holding annual state conventions is additional to
biennial national conventions create increased burdens upon the resources of the
State Federation, hosting chapters and chapter members required to travel
excessive distances to attend; and,
WHEREAS: Aims and objectives of State Federation business can be achieved by
executive board sessions, district seminars, and written or e-mail
communications, and,
WHEREAS: Additional time between state conventions will allow better
opportunities for committee and candidates selection. Also, time toward
development and submission of better constructive resolutions will be gained;
now therefore,
BE IT RESOLVED: That State Constitution and State By-Laws be amended to hold
Florida State Federation of Chapters Conventions biennially between NARFE
National Conventions.
BE IT FURTHER RESOLVED:
Required Constitution Change:
Article V, Change the words "annually" and "annual" as they appear in the
paragraph.
Required By-Law Changes:
Article III, Section I. Change sentence to read "These officers shall be elected
at the biennial convention..."
Article IV, Section I. Change the sentence to read " Conventions of this
Federation shall be held biennially in accordance with Article V of the
Federation Constitution, and for the purposes set forth therein",
Article V, Section I. Change sentence to read "For all biennial convention
business matters and elections...."
Article VIII, Section I. Change sentence to read "All officers of this
Federation shall be elected for a term of two (2) years or until their
successors shall be installed"
Article X, Section 2(a). Change sentence to read " As soon as practical, after
the close of the convention, the President shall announce the appointment of the
General Chairman for the next convention".

3. FEDERATION ACTION:

4. WHEREAS:
It is highly questionable that there are enough new issues to be resolved
annually, AND
The cost to attend these sessions may be formidable in many instances, AND
With a little foresight we most likely could solve problems at an upcoming
District meeting, AND
NARFE stages biennial conventions and the NEB conducts business quarterly
between Conventions,
5. BE IT RESOLVED:
That henceforth we stage a three-day convention in odd numbered years, AND
Article XI, Sections 1 and 2 must be rewritten if this resolution is enacted.
6. ESTIMATED ANNUAL COST:
A healthy monetary savings would be realized.
